Virginia Ballot Measure Could Redraw Congressional Map, Boost Democrats

Virginia voters are at the center of a significant decision regarding redistricting, a process that could potentially reshape the political landscape of the state. With the ballot measure set to conclude on Tuesday, the proposed change aims to redraw the congressional map, potentially giving the Democratic Party a strategic advantage ahead of the upcoming midterm elections.

ROB SCHMITZ, HOST:

Virginians are participating in a pivotal vote addressing the contentious issue of redistricting, which has sparked debates between Democrats and Republicans. As the voting period draws to a close on Tuesday, the ballot measure in question could lead to a revamped congressional map. This change might significantly benefit Democrats as the midterm elections approach. NPR’s Ashley Lopez is here with more details. Hello, Ashley.

ASHLEY LOPEZ, BYLINE: Hi there.

SCHMITZ: What are voters in Virginia being asked to decide?

LOPEZ: Voters are considering whether to grant Virginia’s state lawmakers the authority to redraw congressional districts before the midterms. Currently, Virginia employs an independent redistricting commission to prevent political bias, but lawmakers are seeking voter approval to bypass this commission, with the goal of creating approximately four additional seats that could favor Democrats.

SCHMITZ: This seems tied to broader redistricting conflicts, correct?

LOPEZ: Absolutely. This issue gained momentum when President Trump expressed concerns about the midterms, urging Texas to create more Republican-favored seats. Consequently, several states, including Virginia, have joined this redistricting race, especially after Democrats gained full control of Virginia’s government last year.

SCHMITZ: What are the prospects for the measure’s approval?

LOPEZ: There is genuine uncertainty. Unlike California’s similar measure last year, which passed easily, Virginia’s political landscape is more unpredictable. Virginia is a purple state, with a more balanced mix of Democrats, Republicans, and independents, which adds complexity to the vote.

SCHMITZ: What do the polls indicate?

LOPEZ: Although polls suggest slightly more support than opposition for the measure, the margin is narrow, prompting intense advertising and significant financial investment from both sides. If recent voting trends persist, particularly with Democrats being highly motivated, the measure could pass. Democrats view this as a counteraction to Republican maneuvers and are leveraging their state-level control to influence the outcome.

SCHMITZ: How does Virginia’s situation fit into the national context of redistricting?

LOPEZ: Texas’s redistricting efforts were met with California’s counteraction, granting more seats to Democrats, which balanced Texas’s Republican gains. Other states like Missouri, North Carolina, Utah, and Ohio have also redrawn their maps, each affecting party representation differently. Overall, if Virginia’s measure passes, it could neutralize Republican gains nationally.

SCHMITZ: Are there other states that might alter their maps before the midterms?

LOPEZ: With primary elections underway, time is limited for most states to adjust their maps, except for Florida. Governor Ron DeSantis has scheduled a special session to potentially draw more Republican-favorable seats. However, some Republicans are wary of making safe seats less secure, fearing potential Democratic gains, especially after recent state legislature victories.

There is also an ongoing voting rights case in the Supreme Court, which could influence further redistricting efforts, but the window for changes before the midterms is closing.

SCHMITZ: That was NPR’s Ashley Lopez. Thank you, Ashley.

LOPEZ: You’re welcome.
