U.K. Collaborates with Ukraine to Boost Missile Production Amid Ongoing Conflict
As Ukraine continues to combat the Russian invasion, British Prime Minister Andy Burnham has announced a strategic move to bolster Ukraine’s defense capabilities. During a visit to Kyiv for Ukraine’s Independence Day, Burnham revealed plans to supply Ukraine with crucial technical information necessary for producing long-range missiles.
British Support for Ukraine’s Missile Development
Burnham declared that the U.K. will share classified details on British components of the SCALP missile through defense firm MBDA. This collaboration aims to enable Ukraine to assemble its own long-range missiles, enhancing its military autonomy. However, experts caution that the immediate impact may be limited, as Ukraine’s current needs are more urgent.
Understanding the SCALP Missile
The SCALP missile, a French equivalent of the U.K.’s Storm Shadow, is a high-precision, air-launched weapon with a range exceeding 250 kilometers (155 miles). It features advanced navigation systems, making it difficult to detect and capable of targeting fortified structures. Both the Storm Shadow and SCALP are utilized by the air forces of several countries, including the U.K., France, and Italy.
Production Timelines and Implications
While Ukraine is negotiating with France to establish production facilities, the timeline for operational missiles remains uncertain. Douglas Barrie from the International Institute for Strategic Studies noted that the effectiveness of this collaboration partly hinges on how swiftly these missiles can be introduced into service.

Arun Dawson from King’s College London expressed skepticism about the immediate benefits, indicating that these efforts might not have a tangible impact before next year. He emphasized Ukraine’s current need for protection against Russian ballistic missile attacks, a sentiment echoed by Ukrainian President Volodymyr Zelenskyy, who highlighted a shortage of Patriot defense systems amid escalating Russian offensives.
Despite these challenges, Dawson acknowledged the potential strategic advantages, suggesting that SCALP missiles could empower Ukraine to launch offensive strikes on Russian missile sites. Matthew Savill from the Royal United Services Institute further explained that these missiles could complement Ukraine’s existing arsenal by delivering high-velocity strikes capable of breaching fortified targets.
Nevertheless, Russia swiftly condemned the U.K.’s announcement. Kremlin spokesman Dmitry Peskov accused the U.K. of exacerbating the conflict, an allegation that Burnham dismissed by questioning, “Who started the fire?”
U.K.’s Ongoing Military Support for Ukraine
Since 2023, the U.K. has played a pivotal role in Ukraine’s defense by supplying Storm Shadow missiles, providing Kyiv the means to strike targets deep within Russian territory. Additionally, British officials are collaborating with defense firms to develop a new ground-launched strike system, capable of targeting distances over 500 kilometers (310 miles) and carrying a substantial warhead.
