Texas State Rep. John Lujan’s Congressional Campaign Faces Scrutiny Over Outsourcing Practices

Texas state Rep. John Lujan is campaigning for a congressional seat, highlighting his achievements as a job creator, despite his company’s significant outsourcing activities.

Lujan is vying for the Republican nomination in Texas’s 35th congressional district, which includes parts of San Antonio. While the district leans slightly Republican, it is also being closely watched by Democrats as a potential swing area.

Since 1999, Lujan has been associated with Y&L Consulting, a company specializing in IT infrastructure and support consulting. Currently a senior vice president, he reported earnings of nearly $210,000 from the firm between 2024 and 2025.

His campaign website emphasizes his role at Y&L Consulting as a credential for office, stating, “Driven by an entrepreneurial spirit, Rep. Lujan founded a small IT firm that has grown into a thriving business, now employing over 550 people in and around the community. This blend of public service and business acumen uniquely qualifies John to represent the diverse interests of his district.”

Lujan has previously used similar rhetoric, as seen in his 2021 state legislature campaign, where he stated on Facebook, “I helped found a local IT company that has grown to provide over 500 local jobs. I’m committed to help break cycles of poverty locally by supporting programs that help prepare our community for the jobs of tomorrow.”

In contrast, Y&L Consulting’s website highlights the firm’s focus on offshoring as a cost-reduction strategy. “Y&L’s Offshore Delivery Model, a core offering within our Delivery Models portfolio, empowers you to leverage skilled professionals and advanced capabilities from global locations,” the website notes, emphasizing cost savings and continuous productivity.

Earlier iterations of the company’s online presence and a 2023 corporate brochure underscore this approach, with Y&L Consulting employing 5,000 workers globally, including locations in Europe, India, and Asia.

A promotional video from 2017 reveals the company’s long-standing engagement in offshoring, stating, “With over 17 years of experience in software delivery, 4,000 employees worldwide, including five development centers in India, we feel very confident we can handle projects of any size that comes our way and deliver a very cost-effective, quality product for our customers.”

Lujan is among eleven Republicans contesting the open primary for Texas’ 35th district, with other notable candidates including former candidate Dr. Jay Furman and car salesman Ryan Adams.
